I think that in most cases it is unrealistic to think that one can reduce themselves to the weight they were in high school. Especially as women, since as we mature our bodies round and increase fat storage (particularly around the abdomen) in order to prepare our bodies for pregnancy and childbirth. I would imagine that this doesn't change until we reach menopause, or (Goddess forbid) we are brought low by some terrible disease. I also want to know how tall the women in the picture really is. Height plays a big role in weight distribution. Also, what was her high school weight. If, like me she was 150lbs in high school, that might not be an unreasonable weight goal for some, but if she's going for 118 lbs, I just have one thing to say to her, "give it up sister, those days are over." For the average woman, and by average I mean approx. 5'5"-5'7" in height, 130-145lbs is the "healthy weight". That doesn't mean that it will look right on all body types, mine for instance would look cartoonish at that weight as I have breasts large enough to float a barge. I'd end up looking like Jessica Rabbit or Betty Boop, and that's just not reality.
